ServiceNow which started off on a SaaS (Software as a Service) model catering to ITSM, has also ventured into PaaS (Platform as a Service) cloud model, in which the entire organization’s business processes can be managed by a single system of record.

In PAAS model, one can create their own application using tools/platform that ServiceNow provides. Deployment is controlled by you while ServiceNow provides Network, Servers, Storage required for application.

In a SAAS model, Delivery model & software licensing is based on subscription basis & the tool is accessed by the web browser.
